Dato’ Dr. Toh Kin Woon was born in 1944 in Penang, Malaysia. He obtained his Bachelor of Economics (Honours) (1971) and Ph.D degrees in Economics (1982) at the University of Malaya (UM). He also studied for an M.A. in Development Economics at the University of Leeds, England (1973). He was an academic at the Universiti Kebangsaan Malaysia (UKM) for the most part of his career (1973-1993) with a short teaching stint in HELP Institute (1993-1995), now HELP University College.
Dr. Toh’s concern over public affairs coupled with his desire to serve the country led him to join the Parti Gerakan Rakyat Malaysia in 1982, and he was then appointed as a Senator in the Dewan Negara in 1993. In 1995, he was elected a member of the Penang State Legislative Assembly for the constituency of Machang Bubuk, where he has held on to for three consecutive terms. Upon his election, he was appointed a State Executive Councillor for Education, Economic Planning and Information. Dr. Toh was elected to the Central Committee of Parti Gerakan Rakyat Malaysia in 1997, 2000, 2003 and 2006. He is the Chairman of the Board of Directors of SEDAR, a think tank for the party, and the Economics and Research Bureau. He is currently Vice-Chairman, Penang State Liaison Committee; Advisor, Bukit Mertajam Division and Chairman of the Machang Bubuk Branch. Dr. Toh is married to Vera Loh Kim Yuen, a retired Medical Laboratory Technologist from the University Hospital, University of Malaya, Kuala Lumpur, and they have 3 children.
